McKinney-Vento/Foster Care Liaison
The purpose of the McKinney-Vento Homeless Assistance Act is to ensure that homeless students have equal access to the same free, appropriate, public education provided to all children in South Carolina. The law requires that state and local educational agencies to develop, review, and revise policies to remove barriers to enrollment, attendance, and success in school that homeless children and youth may experience.
Under the federal McKinney-Vento Homeless Education Assistance Act, every school district must appoint a local homeless education liaison to be the key homeless education contact for the district. Local educational agencies must also provide homeless children and youth with the opportunity to meet the same challenging state content and state student performance standards to which all students are held accountable. The law requires that the state monitors student academic outcomes and district compliance.
The McKinney-Vento Homeless Education Assistance Act also provides competitive grants to districts to expand services to homeless children and helps to create greater awareness and sensitivity of district and school staff about the ways to identify students who may be homeless. The grant provides funds for additional services to these children to increase their chances for academic success.
